How the Jeju Special Self-governing Province is Promoted

  • The president expressed his firm desire to promote the “Self-governing Province”, which has exceeded its existing limitations, under the administrative philosophy of ‘Decentralization and Autonomy (Feb. 12, 2003).’
    • A “Special Self-governing Province Development Plan” was created by Jeju Province and submitted to the central government (Nov. 2004)
  • The “Basic Jeju Special Self-governing Province Development Plan” was confirmed and announced by the Presidential Committee on Government Innovation & Decentralization based on suggestions by Jeju Province (May 20, 2005)
    • A special self-governing province is one in which a high level of self-governing authority is endowed and adopted and where decentralization is promoted
    • Establishment of an ideal free-market economic model in which the flow of human resources, products, and capital is free and the convenience for proper corporate activities is maximized
  • The establishment of the basic plan and the enactment of the special act are promoted to bring the Jeju Special Self-governing Province into existence on July 1 after organizing the office of Prime Minister and a planning division in Jeju on July 2005
    • Aug. - Nov. 2005 A basic plan for the Jeju Special Self-governing Province was established and a special act was enacted
    • Feb. 21, 2006 The Special Act on the Jeju Special Self-governing Province was promulgated (363 articles and 41 annexed articles)
  • Feb. - Jun. 2006 a plan of action for the Special Act on the Jeju Special Self-governing Province was promoted
    • An Enforcement Ordinance for the Special Act was enacted and promulgated
    • The superintendence of 7 special local administrative organizations such as Jeju Regional Construction Management Office was transferred
    • Six self-governing annexed police laws including a Police Act for a self-governing police system were revised
    • Self-government laws and regulations such as ordinances and rules to cover the transfer of central authority were reviewed
  • July 1, 2006 - Establishment of Jeju Special Self-governing Province
