1. To authorize the right of selfgovernance

    • Jeju possesses a special legal status comparable to Seoul metropolitan government.
      • Autonomous status and position different from the other 16 cities and provinces.
  • Extended Selfgoverning Right
    • Implementation of the Legislation regarding Selfgoverning.
    • To transfer a significant portion of the central governments affairs to the local government and expand the ordinance mandate.
    • To provide the right to request a higher level of bill proposition authority rather than be limited to only proposing bill revision.
    • Implementation of autonomous organization and personnel management and human resource system autonomy.
      • Opentype position, personnel management depending on the ability, accomplishment, cultivation and station of competent persons.
      • Implementation of professional development training to improve the competition and expertise of public servants.
    • Establishment of autonomous audit system.
      • Exempting of each department, on Jeju, from inspection including the central joint inspection.
      • Inspection of the Assembly and the Board of Audit and Inspection is maintained .
  • Special case on administrative structure
    • eju Province + 2 cities and 2 counties(selfgoverning bodies)
      • Jeju Special Selfgoverning Province + 2 administration cities without selfgoverning rights.
    • Administrative and financial benefits currently enjoyed by Jeju are maintained.
  • Increasing Citizen Participation
    • Recall system against Elected public servants(Governor, Council members, Superintendent and Members of the Board of Education).
    • Legal organization of autonomous resident committees in counties.
    • To reinvigorate the citizensdirect participation system .
      • Introduction of the referendum system concerning finance, deregulation and the enacting and revision of the ordinances.
  • Strengthened function of the Local Council
    • Adjustment of the number of council members.
    • 19 members of Local Council + 7 members of the Board of Education → 41 members including the members of Board of Education.
    • Reenforcement of the support function by assigning 3 political advisory members to each standing committee.
  • The right of financial autonomy
    • The procedures to support the national subsides was legalized as the fixed rate(3%) of general grants.
    • To receive stable national support for the transformation of national affairs to Jeju and national subsidy business by creating a Jeju account in the special accounts for the balanced national development.
  • To lead Autonomous education system
    • Superintendent and education members are selected by citizens
    • To set up the education council as the standing committee at the provincial council.
    • To support grants for local education according to the rate fixed by law( 1.57% of the total grant).
  • An autonomous police force independent from the National Police Agency
    • Autonomous police group belonging to the Province and autonomous police body to administrative cities.
    • Security service related with residents such as tourism, environment and basic public order.
    • To transfer the management of traffic security functions of the national police agency into the autonomous policy.
  • To transfer the special local administrative agency
    • 7 agencies required for citizen convenience, and whose functions parallel those at the province level, will be transferred initially.
    • 7 agencies : Jeju Regional Construction Management Office, Jeju Regional Small and Medium Business Administration, Jeju Regional Maritime Affairs and Fisheries and Office, Jeju Environmental Branch Office, Jeju Patriots & Veterans Affairs Branch Office, Jeju Regional Labor Committee, Jeju Regional Labor Office, etc.

2. To promote key industries

  • To revitalize the tourism industry
    • To transfer the authority related with tourism industry.
    • To appoint Jeju, in its entirety, as an international convention city.
    • The establishment of Jeju Tourism Corporation to promote the tourism industry.
  • To offer education service suitable for the free international city
    • The founding and operation of autonomous elementary, middle and high schools.
    • The founding and operation of an international high school.
    • The establishment and operation of foreign universities in concert with local universities, including community colleges.
  • To offer specialized and quality medical services
    • To allow foreign corporations to build and invest in commercial hospitals.
    • Improvement of medical environment and competition by deregulating medical industries.
  • To nurture and support the first clean industry
    • To transfer the authority to designate and remove agricultural and forest villages and agricultural promotion areas.
    • To foster the clean stock farming environment and to protect and raise high value traditional livestock.
    • To transfer the authority to manage forests to protect the ecology and foster forest resources.
    • Selfmanagement suitable for the region in regards to fishing ground and coastal maintenance.
  • To nurture and support hightech industry
    • Extension of tax reduction and preparation for fostering the base by assigning investment promotion areas for IT and BT related industries and through deregulation.
    • To support reinvestment, establishment of business and management of hightech industries through long lease, reduction of lease fees of publicly owned properties, and by providing a hiring subsidy.
  • < Promotion System>
    • To set up the supporting commission for Jeju special selfgoverning province at the prime ministerial level.
    • Creation of an MOU regarding performance goals between the supporting commission and Jeju special selfgoverning province .
    • Continuous and phased promotion to accomplish the special selfgoverning province.
    • To transfer central government authority to the special selfgoverning province and to implement regulations suitable for the special selfgoverning province.
    • To improve overall regulations except the necessary regulations based on the Negative System
    • ´05 : Authority transfer (350 cases) and regulation relaxation for key industries concurrent with the establishment of the special law regarding the selfgoverning province
    • To review existing regulations, as a whole, by introducing the two step Negative System
